Approved For Ruse 2005/12/23 : CIA-RDP80BO1554R 3300090021-8 12 May 1977 SUBJECT: Telephone Conversation with Former Associate Justice Arthur Goldberg 1. At about 9:40 a.m. on 11 May, former Associate Justice Arthur Goldberg telephoned me. His subject was the fact that the House Committee on Assassinations has asked him to be their counsel. He has indicated that he would not do that, but that he would like to assist them in some way. 2. Specifically, he noted that the work that the Committee staff had previously done under Counsel Sprague included an allegation that neither the FBI nor the CIA were being fully cooperative with the Committee's investigation. He suggested that he be a special consultant to the Committee for the purpose of arranging for himself and a properly cleared Committee staff member to have access to all of the CIA files on this subject under the proper security arrangements. 3. I told Justice Goldberg that such an arrangement was not necessary; that the CIA would be fully cooperative with the Committee in providing them the information needed within the limits of my statutory responsibility to protect sources and methods of collecting intelligence. I further said that if I made a special arrangement whereby there was an intermediary with special access for this Committee, I would be besieged by requests from other Committees to make similar arrangements. Further, any such arrangement would, by implication, imply that the CIA was not normally fully cooperative. 4. Justice Goldberg then read to me a statement that he indicated he would make to the Committee as follows: "Upon Approved For Release 2005/12/23 : CIA-RDP80BO1554R003300090021-8 Approved For Rase 2005/12/23 : C? A-RDP80B01554RW3300090021-8 inquiry with the Attorney General and the Director of the CIA, they have said that they will extend full cooperation to the Committee and to any authorities the Committee has represented." I said that I could concur with that statement. 5. The Justice then also indicated that he might well become a special consultant to the Committee to deal specifically with their liaison with the CIA and FBI.
