MEMORANDUM FOR THE RECORD
SUBJECT: Conversation with the Attorney General
10 August 1977
1. We discussed MKULTRA. The Attorney General is working in
three directions:
a. First, he will determine whether there is any
possible criminal proceedings. This is a matter of
checking the statute of limitations and the character
of the activities disclosed in the MKULTRA files.
b. Next, he will look at the ways in which to
try to track down the individuals who may have been
tested.
c. Third, he will determine if there are any
obligations to any such individuals.
I pointed out that we were under pressure from the press to say how
fast we are getting along with locating the indivuduals. The Attorney
General understood this and indicated he was moving ahead.
2. We discussed the I I case. Tony Laphanr was present
and has the details. Basically, I agreed to the following:
a. The A and the FBI would jointly approach
as to the asset's willingness to appear
in court. We thought it was desirable that a lawyer
be present from either the CIA or FBI, or both.
3. We discussed the with NSA and the
threat assessment. The A orney -genera agree to try to develop
adequate documentation to persuade NSA to:
a. Let the CIA participate in the threat assess-
ment directly.
