Last 4 years Intelligence Community - CIA in particular -
subjected more public scrutiny any major intelligence
organization in history
Difficult say anything about intelligence without
acknowledging impact this had

A. Many sensitive and worthwhile intelligence activities have
been compromised, and subsequently abandoned.
B. Lives of dedicated Americans and friends of America-whose
only crime was their honorable service to this nation were
put in danger, at least one lost.
C. The credibility/reliability of U.S. intelligence relations
with foreign governments is questioned. Here perception is
more important than reality. Both Americans and non-
Americans are more reluctant to confide information to an
organization which seems less able to-prey e nt their
relationship from being known. Contacts are lost, information
is not conveyed, and, in the end, the United States suffers.

D. Finally, these var+ n~~~^ns give rise to a lot of
misinformation which, like most gossip is virtually impossible
to refute successfully without disclosing sensitive information..
e.g., recent discussion of SALT verification issue in newspapers.
IV. Secrecy Paradox
- Line between openness in our society which we all desire,
and some level of secrecy in our government - all
recognize necessary.
Too many secrets can endanger fabric society - by
inviting abuses.
Too little secrecy may endanger our freedom because others
may try.to take advantage of us. Difficult line.

- Today too much media irresponsible - with respect to secrets
- It assumes any secret is evasion,- any revelation good
because makes government more honest.
- Undoubtedly classify too much - invite disregard - continual
struggle -

possible.
Difficult choices - not taken lightly.
