Approved For *ease 2001/08/07 : CIA-RDP80BO155003000120001-9 8 May 1979 SENATE FRESHMEN REPUBLICANS 1700-1900, Wednesday, 9 May 1979 I. Introduction Last 4 years Intelligence Community - CIA in particular - subjected more public scrutiny any major intelligence organization in history Difficult say anything about intelligence without acknowledging impact this had II. GgozL Impacts A. Ca - investigations - 2 bottom lines 1. Need intelligence to make decisions .customers Pleases me - always looking for 2. Recognize need active oversight Welcome this Importance of accountability Share responsibility Gain insight how country wants intelligence done B. Publi 1. Greater insistence intelligence activities conform t American law/values 2. Also conscious need some secrecy - destructive effect of newspaper leaks, Agee, Snepp, etc. 1 Approved For Release 2001/08/07 : CIA-RDP80BO1554R003000120001-9 III. tPNr%h=*ease 2001/08/07: CIA-RDP80BO155003000120001-9 A. Many sensitive and worthwhile intelligence activities have been compromised, and subsequently abandoned. B. Lives of dedicated Americans and friends of America-whose only crime was their honorable service to this nation were put in danger, at least one lost. C. The credibility/reliability of U.S. intelligence relations with foreign governments is questioned. Here perception is more important than reality. Both Americans and non- Americans are more reluctant to confide information to an organization which seems less able to-prey e nt their relationship from being known. Contacts are lost, information is not conveyed, and, in the end, the United States suffers. 5-10 years. D. Finally, these var+ n~~~^ns give rise to a lot of misinformation which, like most gossip is virtually impossible to refute successfully without disclosing sensitive information.. e.g., recent discussion of SALT verification issue in newspapers. IV. Secrecy Paradox - Line between openness in our society which we all desire, and some level of secrecy in our government - all recognize necessary. Too many secrets can endanger fabric society - by inviting abuses. Too little secrecy may endanger our freedom because others may try.to take advantage of us. Difficult line. Approved For Release 2001/08/07 : CIA-RDP80BO1554R003000120001-9 Approved Foreease 2001/08/07: CIA-RDP80B0155*03000120001-9 - Today too much media irresponsible - with respect to secrets - It assumes any secret is evasion,- any revelation good because makes government more honest. - Undoubtedly classify too much - invite disregard - continual struggle - Shuttlecock Genuine desires IC keep much private as possible - reasons later. President's obligation country to be as open as possible. Difficult choices - not taken lightly. V.
