FY 75 KIQ STRATEGY-REPORT*
KIQ 26: What are the strengths and weaknesses of Warsaw
Pact forces for theatre war?
COMMUNITY COLLECTION AND PRODUCTION STRATEGY
A. The effort with regard to this KIQ will be concentrated
on providing a good estimate of the combat effective-
ness of Warsaw Pact ground forces and tactical aviation
in Eastern Europe, and also on non-Soviet national air
defense forces there and on Pact perceptions of NATO
strengths and weaknesses.

effort to collect information on identification and
location of Warsaw Pact air and ground units in the
NATO guidelines area, on the aggregate manpower
and equipment levels of those forces, and on the
composition of the ground forces in fiat area.

develop national automated Order of Battle of Soviet
and Warsaw Pact air and ground forces that will contain
the Community judgments on acquisition and strength of
units to the regimental level of detail.
III. COMMENTS OF THE NIO/ Liz,
There is a consensus that the amount of intfformation being
collected is adequate til support the community's production
effort for this KIQ. The MBFR Study Group analysis of what
is being collected on these targets should provide firmer
comprehension of the efficacy of current collection and

information would probably-have a significant pay-off
for this KIQ and KIQ 26 and 28 as well. As indicated in
paragraph II B and C above, the potential pay-off can
best come in a refocusing of exploitation and production
effort..
B. In sum, I recommend that
-- collection as stated in Part II be continued at the
25X1X1 current level of effort,
not be emphasized o- expanded
for this KIQ.
