SUBJECT KIQ Charts
28 April 1975
1. Attached is the matrix/chart on "level of
collection effort" with respect to II s which we
have discussed. (Also appended is 25X1A9a
buckslip to the DCI on this topic.)
2. On these forms, the DCI does not want numbers
but he would like the blocks filled in with the color
code indicated.
a. Red is used where a special effort has
been/is being mounted by a given Community
collection component or system.
b. Blue is used for systems or components
which in the course of their normal business
collect against a given KIQ but which are not
mounting an extraordinary effort with respect
to that particular KIQ.
c. Yellow is confusingly labeled on the form
with the phrase "as encountered." What this
means is that the collection system or component
in question would not normally develop informa-
tion with respect to the given KIQ but may do
so if a chance circumstance arises or if it
should happen to pick up information bearing
on that KIQ in the course of its other (normal)
efforts.

d. White is used for a collection system or
component which does not target against a given
KIQ and would not reasonably be expected to do
3. We can discuss this topic further, but. the DCI
is quite anxious to have these matrices developed with
respect to each of the FY 1975 KIQs (in light of the
collection tasking outlined and accepted in the strategy
papers). He will doubtless raise this matter at our
29 April session and I would like to be able to assure
him truthfully that work on these forms is proceeding
with all possible dispatch.
