1. This is a good idea. The list
looks okay to me subject to two
comments:
a. Greece, Turkey and Cyprus
should be put under Europe (now
the usage in State, DDI and DDO,
as well as this Office).
b. Spain-Portugal should be
understood to include the Moroccan-
Spanish Sahara possibility and the
Portuguese African territories
problem as well as the remote con-
tingency Spanish-Portuguese conflict.
