MEMORANDUM FOR: Assistant Deputy Director for Intelligence
SUBJECT Comments on Undated Draft, "Policy Guide
Governing Public Appearances and Open
Publication by CIA Employees"
1. This memorandum is in response to your request of
15 November for comments on the subject draft. The thrust of
the proposed regulation seems:
a. To maintain and tighten all current restrictions,
to continue to require all current clearances, and
b. To place additional responsibilities on the Office
Head (para. b., p. 5) for compliance.
2. While nominally (Policy, p. 2., paras. a. and b.) granting
additional freedom of action to the employee, this is immediately
taken away in the following para. c., which prohibits activities
if (my underlining):
"there is a chance of classified information, methods
or sources, being disclosed . . . . if there is a y likelihood
of publicity which might reflect adverse on the Agency . . . .
3. Since there is always a chance of some disclosure by
attending a professional society meeting, since any article gives
some possibility of generating publicity which might reflect ad-
versely on the Agency, the only safe course is to do nothing. It
seems to me such language is so extreme as to defeat the purpose
of the draft, if the purpose is to encourage normal professional
activity on the part of employees.
