Kennedy-Library Request
The John F. Kennedy Library has
asked whether or not any of 46 classified
CIA documents (on a list provided them in
1964) could be declassified and made avail-
able for research. I checked
the list with the appropriate DDI offices and
found that the answer in 41 cases was "no. "
The five documents that were OK'ed for
declassification are checked on the attached
list beginning on the page marked with a paper
clip.
The JFK Library has also requested
release of collect -press clippings on Cuba
and a compilation foreign reaction to the
Kennedy speeches. The custodiarsof these
(Pforzheimer and FBIS, respectively) have
no objection to their release.
Let me know if you think we should try
to be more forthcoming in response to the
JFK Library request. If you approve the re-
sponse as it now stands, I will proceed to get
the word to the Records Officer
where these documents are now stored.

SUBJECT: CIA Documents for John F. Kennedy Library
The DDI recommends that the Director of the John
F. Kennedy Library be informed that:
1. the press clippings on microfilm
should be made available for
research.
2. none of the 46 classified CIA
documents have been downgraded
during the last five years. (All
of these are Group I documents
which are not automatically down-
graded). However, if any scholar
who reviews the list of documents
wishes to use one of them in his
research, we would be pleased
on a case-by-case basis to review
the document for declassification
in whole or in part.

MEMORANDUM FOR: CIA Classification Control Officer
SUBJECT Classified Documents for J. F. Kennedy Library
1. Attached is a letter from the Director of the President
John F. Kennedy Library asking whether or not any of the 46
classified CIA documents have been downgraded or become available
in the past five years. Those sensitive documents are being
held in the Agency Archives and Records Center I land
only a list was provided the Kennedy Library. copy o that
list and transmittal letter are also attached for your convenience.
2. The Library Director also states that he believes the five
reels of microfilms of clippings on Cuba we sent to the Library
"does not need to be restricted in any way." He asks for an
authorization to make it available for research. You and the
contributing office or Security will have to comment on that.
Attached is a copy of that transmittal for your convenience.
3. May I have the Agency position relative to the down grading
of the material and release of the unclassified clippings for my
response to National Archives and the President Kennedy Library.

You will recall that on October 1, 1964, you transmitted to this
office 18 binders of press clippings relating to Cuba, with the
understanding that we would microfilm them and furnish a copy of the
film to the Central Intelligence Agency. This work has now been
completed and we are sending you, under separate cover, a positive
set of the six rolls of microfilm that were produced.
We very much appreciate your thoughtfulness in making arrangements
for this valuable set of clippings to be deposited in the John F.
Kennedy Library.

SUBJECT: Records for the Kennedy Library
Regarding our telephone conversation of 17 November: The enclosed
four binders contain the Soviet and Communist Cn.inese first re-
actions to Presidcnzt Kennedy's speeches and press conference
remarks during the January 1961-November 1963 period of his admi;n-
istration. We believe the Kennedy Library will find this unique
file valuable for studies concerning the impact of the Presidents
policies and programs on the Soviet Union and Communist China. It
shows Communist sensitivity to U.S. policy as reflected by their
distortions and omissions in commenting upon the President's
speeches.
The file is a bit tattered after four years of steady use by
analysts and researchers of FBIS. If the Archivist rejects the
file because of its eozaditioa,or sorae other reason, FBIS would like
to have it back.
