MEMORANDUM FOR: Office Directors and Staff Chiefs
SUBJECT : Sensitive Intelligence Documents
1. The Management Committee decision of 6 August 1973
established procedures for the deposit of CIA-produced sensitive
intelligence documents in the CRS reference system. The Director,
Central Reference Service is required to report quarterly on the
progress made in implementing this decision.
2. In his most recent quarterly report, the Director,
CRS noted that with the exception of OCI none of the production
offices has forwarded to CRS any of their ad hoc typescript
memoranda produced in the fourth quarter of 1973. I wish this
situation to be corrected immediately and also direct that such
submissions to CRS become a regular part of the initial dissemination
of such typescript memoranda. In the case of documents of extreme
sensitivity, their submissions may be delayed by agreement with
the Director, CRS, or they can be submitted under controls that
can be worked out with him.
3. The CRS quarterly report also noted that the program
for the deposit of older DDI sensitive reporting on Vietnam and
Southeast Asia had fallen apart. I would like the responsible
offices to remedy this.
