SUBJECT: O/Comet Memo, for DDI Concurrence, on
ADP Management
We don't have any great problems with
what Iams is proposing. You are aware of
our firm belief that the Agency-wide coordina-
tion functions5 such as COINS Subsystem Manager
and CIA Member on IHC, belong in the O/DCI
somewhere. In fact, you went on record to
this effect in your memo to Iams re the COINS
position. And you have previously agreed
(reluctantly) that CRS would take on the IHC
membership.
Any other problems we have are procedural
nitpicks which we can work out later.
Recommend you concur.

MEMORANDUM FOR: Associate Deputy Director for
Intelligence
SUBJECT ADP Management
REFERENCE Comptroller's memo dtd 25 April 74,
same subject
1. The referent proposes the decentralization
of specific duties and responsibilities previously
performed by a four-man staff in the Comptroller's
office refered to as the Intelligence Processing
Staff (IPS). The new duties are allocated to CRS,
OJCS and ISAS with no increase in manpower.
2. In the past the IPS provided a convenient
focal point for coordinating Agency-wide ADP matters;
e.g., budget, commercial liaison, etc. Most of the
ADP proposals processed by IPS came from OC, OEL and
ORD, not from DDI offices. IPS tried to ferret out
the facts and recommended appropriate action on each
proposal. Under Iams' proposal, OJCS will assume
much of this role in the future. OJCS has been
reluctant to take too positive a role in the past
because it did not want to offend another office/
directorate. I question whether OJCS will take
their new coordination role seriously.
3. The Directorate Information Processing
Coordinators (IPC) provide a useful Agency forum
device for exchanging ideas and for assuring that
large ADP acquisitions were researched and logically
supported. With the exception of the IPC in the
O/DCI, no mention is made in the Iams paper of the
Directorate IPCs or the role they will play, if
any. Some type of inter-directorate board is needed
if only to periodically review OJCS ADP planning
which could impact considerably on other directorate
ADP programs and plans.

It
is a mistake to decentralize the COINS
manager
and
IHC membership down to the office level
in OJCS
and
CRS. These assignments could require
as much
as
one-third to one-half of an individual's
time in coordinating Agency positions and representing
the Agency on various subcommittees. The individuals
in these positions should be knowledgeable of all
aspects of CIA ADP planning, progress and operations.
For this reason the Comptroller's office should
retain both assignments.
5. If Comptroller's Office participation at
the COINS level is not feasible and the IHC membership
is to be assigned to CRS, the Office will need a
slot at the GS-15 level to staff out the assignment.
I have no position within the office that I can
assign the additional tasks required for Agency
coordination and staff work. The latter will most
likely increase under the chairmanship of Dr. Martin
and the additional emphasis on Community information
handling exchange.
