OPTIONAL FORM NO: 'i0 UNITED RR EQi 1W 05/07/22: CIA-RDP80BO1495RW00060003-0 Memorandum FROM DATE: 17 April 1967 SUBJECT: Remarks on OCR Reorganization I think the D/OCR is on the right track and should receive the DDI's encouragement. For your convenience, I summarize my own comments below: 1. Further dialogue with the DDP will hopefully bring savings in the processing of biographic intelligence. 2. Implementation of OCR's reorganization need not await development of single index vocabularies or other major overhaul of OCR's present file subsystems. Above all, the demonstrated advantages of present manual methods of dossier filing should be retained. 3. The analyst referral service is very well worth trying. pproved For Release 2005/07/22 : CIA-RDP80BO1495R000600060003-0 If the projected reliance under the CHIVE design, on OCS for ET tj~ Approved For Release 2005/07/22 CIA-RDP80B01495R000600060003-0 computer services does not materialize, the DDI will nurture in his own house a service group that should grow at the exponential rate of a booming growth industry. He can hold on to this service group only if he revises his present thinking about the proportion of his budget which should go to information processing. 5. A monitoring group to validate or review requests for OCR service will do more than curb demands from eccentric requesters. It will have information to determine which are the active and inactive dossiers and subject codes in OCR's files and thus be in a position make recommendations on depth of indexing and extent of file coverage. 6. The reorganization should provide for reduction in the number of CHIVE systems analysts. Approved For Release 2005/07/22 : CIA-RDP80B01495R000600060003-0
