SUBJECT : H. R. 1600, A Bill "To Amend the Central
Intelligence Agency Act of 1949 to Prohibit
the Agency from Contributing Funds to
Domestic Organizations"
1. Chairman Hebert, House Armed Services Committee, has
requested Agency views and recommendations on Subject bill (Tab A)
introduced by Representative Ryan (D. , N.Y.).
2. The bill stems from past disclosures involving the Agency
and the National Student Association and other private organizations.
It clearly exceeds reasonable limitations on the Agency and would
prevent the acquisition of publications and other materials from
domestic publishing organizations. The effect upon Agency programs
dependent thereon would be crippling.
3. Representative Ryan has introduced identical legislation
in prior Congresses. Since the bill has been introduced for the third
time, an Agency position has been requested for the record. It is
doubtful that the bill will receive favorable consideration or that hearings
will be scheduled.
4. Your comments are requested, and if there are no objections,
a copy of the attached proposed report (Tab B) to Chairman Hebert will
be forwarded to the Office of Management and Budget.
