1. Proposed Exchange of Earth Resources Technology Satellite
(ERTS) Photography from the USGS. Since we are merely receiving
.public and unclassified information, I approve this.
2. FBIS Reports on U: S. Defectors, Pilots, POWs. Since this
material is received by CIA incidental to its regular coverage of for-
eign broadcasts and journals, I approve its passage to DOD as the
parent agency of the individuals involved.
3. Foreign Newspapers and Periodicals. I approve sending
such foreign material to universities, provided that no subterfuge
or false attribution is involved, i. e. , that the service be attributed
to FBIS, as noted in the ADDI's me.rno of 21 September 1973.
