MEMORANDUM FOR: Special Assistant to the DDI for Special Projects
SUBJECT: The Inspector General's Survey of Foreign
Intelligence Collection Requirements
1. I (concurs in the comments and recommendations in the
referent 10 March memorandum, with the single reservation noted
below.
2. Reg combined recommendations No. 8 and No. 26,
paragraph 2,considers that both this Office and its Agency
25X1 consumers could benefit by its representation in the Collection
Guidance Advisory Group. Such representation appears important
if the Group is to serve as an effective means of improving
communications between the originators of requirements and those
whose function it is to fill them. Occasional invitations to
representatives ff collection activities may not suffice to
establish the kind of communications between substantive offices
and collectors recommended in the Principal Findings of the IG
study.
