2. I think this is a good approach to a problem that has been
with us for some years. I'm particularl
y concerned that we get as
good a look at FY77 contract proposals as possible before budgets are
set. I have asked Sam Wilson to take the lead to get a working gro p
together.
3. Because this is of community-wide interest, CIA participation
is important. Please give this your personal attention.
