The Director requested General Wilson to invite John 0. Marsh, Jr., and Philip W. Buchen of the White House staff over to look at the activity as posted in the Task Force control room. (Action: General Wilson) 2. The Director requested Dick Lehman to identify further examples of how the Agency performed well in its intelligence analysis of world situations which could be used by the Director in a classified form in closed hearings, and further to prepare an unclassified version which could be used in open hearings. The Director suggested that Mr. Le an might refer to previous annual reports to the PFIAB on Agency accomplishments. (Action: Mr. Lehman) 3. The Director tasked Scott Breckinridge to review he Rockefeller Commission Report and compare it to the family, jewels" compendium. The Director felt that over the coursed of time much of the information in the Rockefeller Report wi111 dribble out or be a forcing function to expose further "faT4ily jewel" items, and that possibly we ought to look to declassifying the "family jewels." In fact, he noted pressure from Congressman. Pike to do that momentarily. Some discussion then followe4 25X1 on what mechanisms, i.e., press release, or form such a re ease would take. A review of the "Issue Options and Actions" papers; 25X1 previously distributed by resulted in the fol- lowing assignments: Papers 1 and 2--IC Staff. Paper 3--OLC and OGC. Paper 4--IC and Comptroller. Paper 5 to be considered with paper 1 by the IC S aff. Paper 6 to be rephrased "What is the Future of Co4ert Action" and assignment made to the DDO. Paper 7 to be redrafted by Paper 8--0GC to work with Department of Justice a it pertains to CIA. However, IC Staff will contact the ther members of the Intelligence Community for reaction as it impacts them. Paper 9--It was noted that the Task Force must begiven the ground rules from the Executive Branch as to how Congressional need for substantive foreign intelligen e can L best be accommodated. A position paper, however, will be prepared by__DDI with appropriate input from OLC/OGC. 7. Three additional "Issue Options and Actions" pape s were identified as follows: Paper 10--How should we develop an orchestrated approach to serving public need for information? (Action: Mr. Thuermer) Paper 11--What is the Agency's position on various draft Administration legislative proposals? How best! can CIA contribute? (Action" OLC) Paper 12--What should be DCI philosophy on secrecdy? ld h ou How, and to whom, should it be expressed? now s present classification system be overhauled? Proposed action with advisory on how the adop~ion of the preferred option best achieved. 9. Draft of the above issue papers due 21 October 19,'/5. 10. General Wilson Commissioned the Task Force to address themselves to the three papers previously submitted by Angus Thuermer, and these will be considered as first-order of business at the 17 October 1975 meeting.
