Dear Danny:
I have been reflecting on the intelligence problems
associated with the intelligence community support of the
MBFR negotiations and the US attempts at improving NATO's
conventional warfare capability. This has led to a deep
concern that we have already fallen behind on our more
pressing-requirements in these areas and that a redirection
of effort is called for. We need to examine the way we do
conventional forces intelligence in the community. In
addition, the problems we are now having with theater
forces intelligence are likely to
will have when we begin 25X1
For me to adequately present community needs to CMB
and the Congress, it will be necessary to study the whole
process of forces intelligence in order to highlight needs
and confidently justify requirements for the resources'
needed for improvement. Such effort should additionally
better fulfill the requirements of the unified commands.
Rationalizing community resources so that we can get the
best possible theater forces intelligence for our money
will be in everyone's interest.
To support my responsibility to the national policy
makers in this regard and to assure continuing and improving
support for departmental and operational command require-
ments, I would like to convene a small group of appropriate
senior level representatives of NSA, DIA, and CIA. This
interagency group would review the various systems of theater

force analysis and make recommendations on ways to handle
the problems over the next several years as well as ways
to solve the shorter term problems already ;posed by MBFR
and NATO.
