Approved For Release 2006/10/16: CIA-RDP80B01495R000200070007-9 DCI/IC-74-;Z/ 3 April 1974 MEMORANDUM FOR THE RECORD SUBJECT: Briefing of Messrs. 1. At the request of a meeting was held with him an the General Counsel of I staff (CIEP), to update these folks on the work of the IC Staff and the NIO arena. A general discussion of the work of these staffs was presented informally and responses to their questions of interest provided. A copy of the President=s letter to the DCI of 22 March was also provided to focus on the DCI role being fulfilled partially through the work of D/DCI/IC and D/DCI/NIO. 2. The discussion led to their predominant interests in furthering the intelligence responsiveness to economic customers. IC members, Paul Walsh, ar.d George Carver gave a plug to a rejuvenated RAB or a similar mechanism as a useful device, commented upon the need to give feedback in trade and monetary matters as a helpful way to sharpen intelligence support, and generally commented on the fluidity and diffusion of U. S. foreign economic policy formulations among many Washington agencies and departments. The latter point was made particularly to highlight the need to carefully ration the use of limited analytic resources so as to make them as effective as possible to the real needs for economic intelligence analysis. 3. Compliments were passed on the OER responsiveness by the visitors, and emphasis was placed on checking the specific needs of policy consumers before special collection efforts are undertaken - especially where such efforts may possibly endanger more important U. S. equities and relationships. The visitors were obviously aware of the care intelligence takes in such cases but did stress the need for open communication with users. Reference was made numerous times to the report in this context. 25X1 4. No specific requests were received and no commitments were made.
