1. The attached paper weighs the proposal
that a new version of the 100 Universities program
be considered. Although treated more broadly and
phrased more judiciously than my quick memo to you
of 18 May 1973, the present paper still comes
down on the hesitant side -- for a number of
reasons.
2. In preparing this piece I have (a) been
guided by your notes; (b) consulted Executive
Registry's files, including the February 1968
to Red White) Final Report of the Ad
oc Committee which recommended that the University
Associates Program and its accompanying 100
Universities endeavor be terminated; (c) read the
files concerning the 100 Universities and
chatted with and and
(d) discussed the stio witill (who was
a member of the committee an
