SUBJECT: DCI Briefing of the Subcommittee on Arms Control,
International Law and Organization of Senate Foreign
Relations Committee - 2 March 1970
1. On 2 March 1970 the Director appeared before Senator Gore's
Subcommittee on Arms Control, International Law and Organization of
Senate Foreign Relations Committee. The session lasted from 10:10 a.m.
to 1:05 p.m. A technical sweep of the room, S-116 in the Capitol, was
cotucted and the room was kept under technical monitoring throughout.
The briefing and-discussion were conducted on a "Top Secret/Sensitive'
level and the Director emphasized at the outset the sensitive nature of
his presentation. Although SI and TKH material was drawn on as background,
these sources were not identified as such. A transcript was taken and
is available in the Office of Legislative Counsel.

6. During the discussion Senator Symington called me aside to say
that he wanted us to understand his persistent questioning regarding Soviet
strategic weapons was not intended to be critical of the Director's presenta-
tion, He explained that he felt he could get "more useful information from
the Agency in fifteen minutes than from a week of hearings with the military"
and he was trying to clear up all the confusion and misinformation created
by people like Alsop.
7. Follow up action:
a. In conclusion the Chairman said he would appreciate
written answers to a series of follow up questions prepared
by the Committee staff dated 2 March 1970. Staff officers
explained that they would like to have answers to all of these
questions even though some of them had already been discussed
during the briefing, and would hope for our answers "within a
week or two. "
b. The Committee staff also requested page-size copies of
the charts used in today's presentation for inclusion in the
Distribution:
