MEMORANDUM FOR: Executive Secretary,
United States Intelligence Board
SUBJECT The Release of Sensitive Information
to Congress
1. As I mentioned to you this morning, Mr. Smith
thinks that paragraph B.l in the proposed talking
paper falls short of the mark. He is in agreement that
National Estimates definitely should not be identified
to members of Congress but he feels those who brief
Congressmen should be using the agreed community positions
set out in the estimates.
2. Mr. Smith proposes changing paragraph B.1 to
read as follows; "In no case will National Intelligence
Estimates be identified to members of Congress or
Congressional Staffs without the specific approval of
the Director of Central Intelligence. Statistics and
judgments reached in National Intelligence Estimates
may be cited provided no specific estimate is identified
