Approved For Release 2005/07/22'-t l'A- P80B01495R0001 9 December 1969 MEMORANDUM FOR THE CHAIRMAN, USIB SUBJECT: Talking Paper for USIB on Release of Sensitive Information to Congress 1. The attached talking paper outlines suggestions you might make to USIB in executive session. It has been coordinated with Messrs. Maury, A. Smith and 2. The paper does not say that briefings cannot be given at the TKH level- -nor does it necessarily require advance coordination each time. It allows for the establishment of general guidelines, which could be construed to be that USIB members ought to hold this to a minimum but should keep the DCI generally informed when they have to do it. 3. Paragraph 2. b. recognizes the source of many leaks, i. e. , high officials, and simply calls for assistance from the USIB member in controlling this. There will probably be lugubrious comments about the impracticality of this, but you're only asking them to do their best. 4. The last paragraph states that the Legislative Counsel will be the primary point of c 5ntact for you. We believe this is appropriate in terms of logical organization, and also because he is the most knowledgeable officer on sensitivity in terms of Congressional ids.
