I anticipate no problems in providing the CIA EVENT file to
COINS as requested in your 21 January memorandum. I suggest that
your office arrange meeting ween potentially interested Com-
munity users d of CIA's Office of Weapons Intel-
l igence to define the data and r .intenance schedules
required to provide maximum COINS utility. Following that, we
estimate that approximately six weeks may be required to perform
the necessary computer programming to prepare the file for COINS
access via the NSA system.

Last September, as, a result of a recommendation from the
COINS Files Working Group, I asked for your consideration of the
CIA FORCES file for community use in COINS, and your support
was greatly appreciated.
The working group has now informed me that there is high
community interest in the CIA EVENT file. The CIA member of
the group has reported that the technical and financial implications
of making this file compatible with the NSA system appear to be
minimal. Therefore, I recommend your favorable consideration of
this file for COINS, so that we may continue in our efforts to achieve
a user--oriented data base.
