What are the basic technical and functional factors which were considered in. determining the configuration. and content of the photo chip recommendation of the Working Group? b. What were the criteria for evaluating the physical and functional characteristics of photo chips when considering their suitability to satisfy the requirements for: the Data. Base Chip, the Analytical/Exploitation Chip and the Reference Library Chip? c. What technical and functional experts were consulted by the Working Group? What were the opinions gathered from such experts? d. What research and development projections of pertinent technology were considered by the Working Group? e. What was the impact of such considerations on. the recom- mendations of the Working Group? f. With the exceptions recommended under Paragraph I. D., what areas of application are left for the standard chip? g. All recommendations for the establishment of a new organizational structuring within. the Intelligence Community to isolate the aerial reconnaissance activities of the com- munity should be deleted from the report as they are beyond the terms of references of the Working Group. h.
