Over the past few years all Departments and Agencies within the
Intelligence Community have been considering the potential use of
automatic data processing equipment in the National Agency Check Program.
A great deal of liaison has been conducted among the Agencies on this
matter, particularly in regard to the progress made by individual Agencies
in automating indices. All of the Departments and Agencies within the
Intelligence Community and other Government Departments and Agencies
participated in the discussions of CODIB's Task Team V.
A number of Agencies have made progress in programs designed to
convert their indices into machine language. Some progress is listed
below:
a. The Office of Security, CIA embarked on a program of auto-
mating its 3" x 5" card name index approximately three years ago.
The conversion phase was completed in July 1966. Computer searches,
using magnetic tape in a batch mode, were initiated thereafter, initially
on a modest scale and building in volume as personnel were trained and
became oriented to an automation environment. As of January 1967, all
name checks for other Government Agencies and a substantial XXX number
of in-house routine searches were being conducted by computer. The
target date for complete implementation is the end of March 1967. on
routine searches. Expedite searches continue to be handled manually.
In addition to name searching, the system provides a computer generated

charge-out card on "hits" and produces file retirement data obviating
the need to check other sources for this information.
b. Plans are progressing to move the system from magnetic tape
to data cells permitting random access searches with more frequent
access to the computer rather than the present overnight turn-around
time. More frequent access will handle the majority of expedite
requests. The target date for random access searches is FY 1968.
Once time sharing computers are developed, it is envisaged that
remote inquiry stations will be installed in the Office of Security
for direct inquiry to the data stored in the Computer Center.
c. Based upon a directive by the Secretary of Defense, all
indices of the Assistant Chief of Staff, G-2, Department of Army;
Office of Naval Intelligence, Department of Navy; and Office of
Special Investigations, Department of Air Force have been combined
into a common unit at Fort Holabird. As a part of this consolidation,
thl,indices converted into punched cards with the view toward
computer searches at some time in the future. The consolidation was
completed on 1 November 1966, and a target date of 1 July 1968 has
been established to develop and implement name tracing by computer.
d. Under study by the CIA is a system to exchange National Agency
Name Check requirements by CIA and DOD through an encrypted telecommunica-
tions link. CIA would levy its requirements over the link on the Defense
Central Index of Investigations at Fort Holabird via punched cards.
Conversely the DOD,National Agency Check Center could also levy its
requests on CIA in punched a cards formatted to generate a computer

search. The installation of this system need not await computer searches
by DCII; nor by the Clandestine Services of CIA who participate in re-
quirements levied on CIA. Much valuable experience in handling the
communications link could be gained at this time insuring a smooth
transition once all three components involved are name searching by
computer.

A. Action during the past year
1. Consolidation of indices of Army, Navy and Air Force
into a common unit at Fort Holabird.
2. Consolidation of Department of Defense National Agency
Check submissions into a common unit at Holabird.
3. Preparation of the consolidated indices into machine
language.
4. Completion of Project SANTA in the Office of Security.
5. Initiation of computerized searches of OS indices.
1. An encrypted link between Holabird and CIA for the purpose
of conducting National Agency Checks. This would involve
a manual search at Fort Holabird and RID and a computerized
search of OS records.
C.
2. Modification of software in Project SANXA so as to be adaptable
for the third generation computer searches.
3. Liaison with other agencies in the NAC program to review
the results of the Holabird experiment.
4. Report to the Community on the results of the test link.
