POLITICO-GEOGRAPHIC AREAS OF THE WORLD
Work space has been provided under the heading Notation to place
various coding representations which coincide with the entries appear-
ing under Nomenclature and Sam and to enter proposed coding when
it has been developed.
Under ,Nom~ncla a where part of a name is underlined the use
of the non-under lined part should be considered optional. Certain
entries are modified, within parentheses, to indicate political
divisions between geographic entities, e.g.,, Leeward Islands (France)
and Leeward Islands (United Kingdom). Also, where geographic
separation of elements of a political entity is entered following
a dash e.g., Hawaii-USA, Azores-Portugal, Canary Islands-Spain,
Dependency, affiliation, etc. Is indicated under S one by an
entry of the name of the political superior in parentheses, e.g.,
Andaman and Nicobar Islands (India) or Angola, Including Cabinda
(Portugal).

POLITICO-GEOGRAPHIC AREAS OF THE WORM
1. The attached politico-geographic structure for the world
area was developed after research and study of the following extant
systems of representing and coding areas of the world:
a. Area classification system of the USIB-sponsored
Intelligence Subject Code''(ISC);
b, Geo-political, codes for Intelligence. Systems developed
by DIA which is compatible with the DoD Standard Geographic
Code for use in Command and Control;
a. Country abbreviations incorporated In the Department
of State Records Classification Handbook;
d. Names of Selected Major Political Areas of the world
prepared by the Board of Geographic Names of the Department
of the Interior;
e. Several other pertinent systems of apportioning and
representing the world area.
2. These systems were examined in detail to identify require=ments stated or implied by their characteristics. These characteristics
were also examined from the standpoint of responsiveness to design
requirements of an area content control scheme. In many cases,
variations- In nomenclature and/or scope exist in the systems examined.
For example, there exist three "definable", though not mutually .
exclusive, entities on the southeastern tip of the Arabian Pennsula.
They are: (1) Aden Colony, (2) Aden Protectorate, now called
Protectorate of South Arabia and (3) Federation of South Arabia,.
which is made up of Aden Colony, certain sheikdoms In the Protectorate
of South Arabia and the islandskeikdom of Socotra, off the east coast
of Africa. The following representations of the entities occur in
the systems examined:

3. The foregoing is admittedly a most extreme case. It begs
for an easy way out call them all "Aden" or""Federation of South
Arabia" or something, However, it was felt that resolution should
provide political and geographic definition which would be missing
from an aggregation under the title Aden or Federation of South
Arabia. It also seemed desirable to retain the primacy of the
United Kingdom politioal'role and to treat the Federation as a
subset thereof'.
4. The proposed solution in this case was to create two main
entries:
a. Aden Colony Including Kamaran, Kuria Muria, and
Perim Islands (United Kingdom)
b. South Arabia, Protectorate of,. (United Kingdom)
An additional "see/see also" entry is provided as follows:
South Arabia, Federation of. See Aden Colony. See also South Arabia,
Protectorate, See also.Soeotra Island. It is noteworthy that while
Aden Colony and the Sheik orn of Socotra, are members of the Federa-
tion, only 13 of the 19.skeikdoms comprising the Protectorate of
South Arabia are members. The remaining 6 sheikdoms constitute the
noise to signal ratio or the false correlation potential of the
proposed resolution. The same ratio or.potential would exist,
however, if we "called ?em all Federation";
5. In view of the implicit requirement for definition indicated,
by the systems examined, the dec{,sion was made to resolve the .problem
with two main entries and the see/see also entry rather than to
aggregate them under South Arabia, Federation of.
6. Having described in some detail, the-'mo'ist difficult problem
encountered,, it is only fair to mint out bore areas of agreement
as to nomenclature and scope on tthioh oxiats between t oac
systems and between'them and the proposed resolution. Jut or a

In substantial agreement. The balance is primarily caused by
different inclusion/excluaion of non-contiguous areas in association

of South Arabia and the island skeikdom of Socotra, off the east coast
