MEMORANDUM FOR: Executive Secretary, CODIB
SUBJECT CODIB Working Group on Hard-to-Get Publications
1. The action of Task Team III which established the CODIB
Working Group on Hard-to-Get Publications did not specify whether
"Hard-to-Get" was to include classified publications or not. My
understanding was that this group would concern itself only with
publications which are unclassified when issued (although some
might be classified because of the procurement method used).
Other members of the group believe that classified publications
are within our scope of responsibility. ACSI in particular is
asking for the collection of very highly classified publications
of the type obtained by the and for the prepara-
tion of a special collection gui e for c assified and controlled
distribution publications.
2. My personal opinion is that this working group should
restrict its activities to unclassified publications. I believe
the requirements and requirement priorities for classified pub-
lications (or documents) should be handled by the regular collec-
tion requirement groups such as CGS, and not by this group.
3. I would appreciate clarification on this matter either
from CODIB itself or from Task Team III. In the meantime, we
will continue preparation of the want list of USSR publications
but will not include any classified publications on that list
until a decision is received from CODIB.
