On 9 December 1966, all USIB members had concurred in the Top
Secret version of subject estimate. Pursuant thereto, the Office of
National Estimates is proceeding with publication and distribution of
this estimate.

December 1966, approved the CODIB recommendations 1 through 5 but
did not approve recommendation 6. The office of the Acting Secretary,
Committee on Documentation has been advised of this Board action.

In the absence of a request by a member for reconsideration of

70-2-66 will not be released to any foreign government.
