(SHORT TITLE CR-SOP-1 (3))
GERtfAN SCREENING DESK
10 (C) PURPOSE: The German Screening Sectien,is responsible for
releasing classified information to West German agencies that are authorized
to receive such inforwation. Release of such information is done as a part
of our liaison with German agencies to aid German authorities in maintain-
ing internal security as well as to contribute to mutual security interests
of Germany and the United States. The actual release of information pre-
pared by the German Screening Desk is made by Liaieon Officers located throUgh-
out West Germany*
2. (C) AUTHORIZED WEST GERMAN AGENCIES: The following West German
agencies are authorized to receive clasified information:
a. The Federal Defense Ministry of the German Federal Republic
(through the Intelligence Division USAREUR Representative, OCA, Bonn).
b. DIV (Federal Agency for the Protection of the Constitution).
c. LfV" (State Agency for the Protectien of the Constitution).
d. Federal and State Border and Customs Police.
e. LKA (State Criminal Police).
f. BKA (Federal Cri7.inal Pclice).
g. MAD (Military Security Service).
h. DUD (Federal IntelligeneeService).

4. (c) RELEASABLE INFORMATION: a. Authority has been delegated by
DCSI, USAREUR, to the Commanding Officer, 513th INTO Group to release
counterintelligence information classified no higher than SECRET to the
Federal Republic of Germany. The following types of information are
considered releasable as approved by the Commanding Officer, 513th INTC
Group%
(1) Information concerning indigenous persons released from
USAREUR employment.
(2) Intelligence or counterintelligence information pertinent
to the security of the recipient agency or the German Federal Republic, if
note sufficient consideration to cause international or diplomatic reper-
cussions,. Such releasable information would be inclusive of the following:
(a) Attempts by Soviet or ?Soviet Bloc nations, groups or
'individuals to penetrate or gather informatien concerning recipient military
.or civil agencies, equirmelt, personnel or installations, or to sabotage
such ET.oncies, equipment, or installations in any way.
(b) Information which pertains to an active counter-
espionap or countersubversive case affecting the security of the German
Federal Republic.
(c) Information concerning plans by groups or individuals

within the German Federal Republic to perpetrate mass demonstrations or uprisings
against the duly constituted authority of that government or its agencies.
(d) Information of any type indicating that a security threat
exists against the German Federal Republic or its agencies.
(e) Any information in which the requesting agency may
have justifiable interests, provided such information is not classified
higher than SECRET'
(3) Generally, all dreogatory information with a classification
of CONFIDENTIAL is releasable to any German requestor agency if the informar.
tion originated with or was produced by this command (USAREUR) and meets
other criteria stated herein. However, information that might reflect
adversely on then Department of Defense or any political power currently
in grace with the West German Government must be reported very carefully
or not at All.

5. (C) PROCESSING REOEESTS: When a request for information is received in
the Central Registry (CE) a worksheet is attached and it is forwarded to the
Central Personality Index (CPI) for "look up", to determine if information
exists in CR concerning the subject(s) of the request. In CPI information
(dossier number, therrfofax copy of information card, etc) is attached to the
request. The request if then forwarded to the German Screening Desk where it
is logged, assigned a release number and given to one of the personnel for
researoh summarization and preparation of a release in draft form. I
preparing a release of information, it is necessary that the writer has been
thorough in extracting all pertinent information from the dossier or informs,-
tion card. Information pertaining to residences or activities with the Nazi
Party and radical right wing groups should be reported. Should the writer
have difficulty in deciding whether information is derogatory or reportable,
it is beat to include the information in the draft and/or discuss its pertin-
ency and releasability with the supervisor.
6. (u) EVALUATION OF TEE INFORMATION: When information has been evaluated.
in a dossier or on an information card, that same evaluation will be used in
any release prepared by the German Screening Section; except that the evaluation'
of A-1 will seldom, if ever, be used. Very close scrutiny of source and informa,
tion should be exercised before retaining a high evaluation. An interested
case officer and/or the supervisor should be consulted in cases of doubt and
the supervisor must be consulted prior to alteration of any evaluation.

7.. (c) FORMAT: a. The heading of each release will 'De placed in the
upper left corner of each page and will consist of name (last name first in
, capital letters), date and place of birth of the subject as they appear on
the request.
b. .In the upper right corner, the writer will enter his instructions
as to the disposition of the ?file copy of he final correspondence and the
original request. The only instructions that will appear here are (1) "Card"
if no dossier exists on subject; or (2) the dossier number, such as "XE 666 666",
which already has been assigned the subject. When "Card" is indicated, this
constitutes instructions that the subject(s) in the basic request will be
carded to the impersonal dossier HE 500 310, entitled: Releases to 'Nest
German Agencies, and all file correspondence will be placed therein. When an
active dossier number is indicated, this constitutes instructions that no
carding is necessary?andthat? all file correspondence will be placed in
indicated dossier.
c. A "reference dossier" is one in which there exi.sts inforftation
about an individual wIc is not the subject of the dossier. The MY
"reference dossier" in which releases may be filed is HE 500 310.

. The names of organzations should be written in lull in the
language of origin; an English translation, if available, should follow in
- parenthesis- as well as any known short title or abbreviation. Example:
."Kommunistische Partei Deutschlands (Communist Party of Cerrany - KPD)."
After appearing in the aforementioned manner, the abbreviation or short
title may be usedin subsequent reference to the organization in any one
relense.
f. Nhltiple subject, 'within a single basic request, who have no
direct connection -with each other will-be treated separately and individual
releases will be prepared. When multiple subjects have a conplicated arid/or
direct relationship with each other, a single release will be prepared
and snbparagraphing will be used to cover the information being released on
each subject. In such a release, care must be taken to avoid confusing the
-identity of the various individuals.
. g. Frequently identifying data contained in a request for a Central
Registry check will supplement or will differ fro: information contained
on the subject's card in I. In these cases, the CPI locator card must be
"strengthened" by completing WB Form 212(1) and attaching it to the file
eony of the basic request and our reply. These will then be sent to CPI,

h. Occasionally indices of CR will indicate that a dcssier in which
the researcher is interested has beeneto liSACRF, Port Hblabisd, withOut a
microfileicopy being retained in CR. If a dossier or summarization of a

8. (U) m R): The purpose of the M/R
s two-fold i (1) to enable the writer to indicate coordination with the
interested case officer and (2) to provide the writer with a means of
recording any explanation or comment concerning a particular release or
any circumstances pertaining thereto. Coorition is required on every
release which the writer has reason to believe will be of interest to USI.
The purpose of coordination is two-fold: (i) it provides the case off leers
with information from German agencies which may be of operational interest
to them; and (2) it serves to prevent the release of information that
could compromise an active case of embarrassment to any US or allied agency.
9. (C) INFORMATION FROM ALLIPD OR OTHER AMERICAN AGENCIES: Before
reporting any information contained in a dossier or on an information card,
the writer. must ascertain the origin of the information.
a. If information in our files originated with an agency of a.
foreign power, this fact must be reported to the requesting liaison officer.
This fact will NOT be included in the release, but rather, will be included
in the .letter of transmittal to the liaison officer, or indicated !Tor
Liaison Officer Only" or "Not Releasable" if a TWX is used to transmit the
release. &le: Additional information dated was received from
British Intelligence.
b. If all the information in our files on one particular subject
of a request was received from a foreign power or another US Agency, the

of the information. Example: !WO information available except that which
was received from British Intelligence, dated
0. If an allied power or another US agency has shomat operational
interest in the subject of a release, usually no information on this sUbjeot
should be released, but the liaison officer must be informed of the interested'
agency so that he may request a release from that agency. The application
of this rule may be made only after experience and training have enabled the
writer to use competent discretion in such matters. There are Many influ-
encing factors:
? (1) The degree and extent of interest Shown by another agency.
(2) The date of this interest; if relatively recent, more
weight must be given to this fact.
(3) There may be more or less innocuous information, biographi-
cal, etc., which may bereleasable, with the included fact to the liaison
officer that additional information is available from anothar identified
agency. (It is important that the liaison officer be able to exploit all
possible sources of information, which may be beneficial to the security
interest of Germany as well as the US).
(4) There may be instances where the entire case relative to
the subject of a dossier has been transferred to another agency, in which
case a "No Record" is for relee and the liaison officer is inforrned of
the agency to which the transfer was made.

10. (U) EXTRADITION REQUESTS: Occasionally the German government will
receive a request from another nation for the extradition of an individual.
Before extradition is approved, a request is submitted to the CR for a file
check to determine if the person to be extradited is of operational interest
to any agency known to this headquarters. Such requests are processed as
a priority through CPI and research is accomplished as in any other request
from a German Agency. If information in CR files indicates an operational
interest in subject of request, this matter should be coordinated with the
appropriate case liaison officer. If there is no objection to extradition,
no reply to the request is necessary. However, "No Objection" or any
coordination that has been necessary is indicated on the request by MiR and
it is filed as a matter of record either in subject's dossier or carded
and filed in the impersonal dossier HE 500 3107 whichever is appropriate.
If there is an objection, this fact and the reasons for the objection will
be reported to DC SI, USARLUR.
