The attached draft minutes of the 28 February Intelligence Board

General Cabell advised that Lieutenant Colonel Thompson had been
designated Deputy Executive Secretary of the Intelligence Board and
Executive Secretary of the COMINT and ELINT Committees and intro-
duced him to the Board members. In this connection, the Board noted
that Colonel Thompson would also serve as Executive Secretary of the
U. S. Communications Security Board.
5. Implementation of Approved
Recommendations re "Foreig
Intelligenc ea-:Activities"
(USIB-D-1. 5/ 4, 21 February)
Concurred in Mr. Dulles' proposal regarding the implementation
of certain approved Joint Study Group recommendations as set forth in
his 21 February memorandum (USIB-D-1. 5/4) and agreed that recom-
mendations 10, 14, 15, 18, 38, 40, and 42 should be referred to

appropriate USIB committees for the action indicated in the attachment
to that memorandum, subject to modifications of No. 14 and certain
understandings as to the interpretation of Nos. 18 and 42.
In this connection, the Board agreed that the Committee on Docu-
mentation (CODIB) and the Committee on Overhead Reconnaissance
(COMDR) should be added to those committees with which the Security
Committee should coordinate in developing its recommendations regarding
No. 14. * With respect to recommendation 18 it was recognized that
certain problems might arise due to operational security considerations
and that any Board member having such problems would work out
internally with his Security Committee representative and other appropriate
personnel a method of handling the matter within his agency. It also was
understood that the Security Committee, in taking the required action
regarding recommendation 42, would consult CODIB, as appropriate,
with respect to any considerations pertinent to CODIB's activities.
6. Draft U. S. Position Paper:
NATO Standing Group
Intelligence Estimate
(Distributed by Joint Staff)
Approved this draft estimate, subject to (a) further coordination
by the USIB representatives of certain portions of the paper, particularly
paras. 35 (Part I, Section III) and 41 (Part I, Section V), and (b) approval
by Board principals of any textual changes worked out by the representa-
tives. It was agreed that the Board would meet in special session on
1 March to complete action on this paper, if necessary.**
Cno. Mr. Dulles, who was then presiding, commented on late
reports of developments in the Congo, and the members exchanged

views on various aspects of this chaotic situation. In this connection,
the Board also discussed a draft CIA paper regarding the prospects in
that country which was tabled at the meeting.
Morocco. The Board discussed the situation in Morocco, par-
ticularly with respect to the possible implications of the death of
Mohammed V and the succession to power of Hassan II.
Burma. Colonel Hall invited attention to a recent report
bearing on the situation in Burma, and the members commented on
this matter briefly.
8. Central Intelligence Bulletin
The Chairman referred to the interest in the Bulletin which had
been expressed at the highest policy level, and indicated that any
comments or suggestions for improving the Bulletin would be welcome.
9. NIE 34-61
Prospects for Iran
a. Approved this estimate as amended.
b. Noted the finding and approved the recommendation set forth
in the post-mortem to this estimate.
c. Noted the validity study on NIE 34-60, "The Outlook for Iran,
dated 16 February 1960.
d. No member raised objection to the release to USIA of NIE 34-61.
