SUBJECT : Initial RepPrt of Progress in Implementing Rec-
ommendations Ncrs. 14, 18 and 42 of the Joint
Study Group Report re "Foreign intelli*ence
Activities"
REFERENCE : Memorandum from the Chairman of the U$IB
to the Members of the Board. Subject:
Implementation of Approved Recommendations
(USIB-D-1. 5 /4, 21 February 1961)
1. In accordance with the referencf. memorandum as concurred
in by the USIB at its meeting on 28 February (USIB-M-142, Item 5),
there is set forth an initial report of progress of the Security Committee
concerning its consideration of Recommendations 14, 18 and 42 of the
Joint Study Group.
2. The report concerning Recommendation No. 42 is near com-
pletion and will be submitted in the near future. The review condupted
to date with respect to Recommendations 14 and 18, indicates that the
Committee's consideration of these Recommendations will j?equ$re a
considerable amount of study and research. This progress report,
therefore, primarily reflects the assignment of responsibilities through
the creation of ad hoc working groups to consider this matter.

3. Specific action taken to date by the Security Committee is
(a) Recommendation No. 14--- The United States Intelligence
Board should review existing compartmentation of sensitive
information with a view to achieving more uniform practices
and ensuring that essential security safeguards do not re-
sult in vital information being withheld from officials and
organizations with urgent national security responsibilities.
An ad hoc working group comprised of NSA, Army, Air
Force and CIA with NSA chairing the group was created to con-
sider this recommendation. There have also been preliminary
discussions with the Chairmen or representatives of COMINT,
WATCH, CODIB, and COMOR Committees pf the U$Ili to obtain
their views on this recommendation, particularly with respect
to the effect of clearances. on studying this problem. There
were no indications that security clearances will present any
difficulties in considering this recommendation.
(b) Recommendation No. 18 -- The Director of Central Intel-
ligence should focus community attention on the important
area of counterintelligence and security of overseas person-
nel and installations, and the agencies concerned should
make periodic reports to their Agency heads.
Considerable discussion arose as to the definition and
scope of the word "counterintelligence" in this recommendation
and at the request of the Security Committee, the Assistant for
Coordination submitted a statement of clarification. A copy of
this statement is attached at the request of the Members of the
Security Committee.

An ad hoc working group comprised of CIA,, Army, Navy
Air Force and State with CIA chairing the group was created to
consider this recommendation.
The ad hoc group has initiated a review of existing security
standards and procedures involving overseas personnel and instal-
lations. Counterintelligence activities overseas and their relation-
ship to the security of overseas personnel and installations are
also being considered. Reports of progress will be made at the
next Security Committee meeting.
(c) Recommendation No. 42 -- The United States Intelligence
Board should strongly support the efforts initiated in the
counter-audio surveillance field by the National Security
Council Special Committee on Technical Surveillance
Countermeasures.
The. Chairman of the National Security Council Special
Committee on Technical Surveillance Countermeasures by
memorandum dated 3 March was requested to submit to the
Security Committee those efforts initiated in the counter-audio
surveillance field in which his Committee would desire USIB
support. The Chairman of the National Security Council Special
Committee on.Technical Surveillance Countermeasures has
advised that his Committee will consider this matter at a
formal meeting on 5 April. Preliminary indications are that
the National Security Council Special Committee is primarily

concerned with securing the support of the USIB member agencies
in the collection of information concerning audio-surveillance
capabilities of certain foreign governments.
In connection with this recommendation, the Committee on
Documentation submitted to the Security Committee a study which
has involved security problems resulting from machine input
systems. This study was referred by the Security Committee
to the National Security Council Special Committee on Technical
Surveillance Countermeasures where it is being reviewed to
determine what assistance or advice may be offered to the
Committee on Documentation.

United States Intelligence Board
SUBJECT : Clarification of Recommendation 18 of Joint
Study Group
To assist the Security Committee in meeting the responsibility
assigned to it by USIB concerning Recommendation 18, the following
explanation and commentary are furnished.
a. The Recommendation concerns two closely related but
distinct subjects: (1) personal and physical security at over-
seas installations; (2) counterintelligence activities overseas.
b. The task of the Security Committee is therefore to
recommend to the DCI, USIB, or individual agencies such
actions, procedures or policies as would improve physical
and personal security and lead to more effective counter-
intelligence activity overseas.
c. The Security Committee has no responsibility or
authority for coordinating counterintelligence operations.
Under.NSCID No. 5, such responsibility rests with the DCI.
d. In approving the assignment of responsibility to the
Security Committee, USIB provided as follows: "With respect
to Recommendation ~8, it was recognized that certain problems
might arise due to operational security considerations and that
any Board member having such problems would work out
internally with his Security Committee representative and other
appropriate personnel a method of handling the matter within
his agency."
