L. The attached memorandum from the Chairman, USCSB Special Com-
mittee on Compromising Emanations covering a revised report by the Com-
mittee in response to Reference (e) is.referred to the Members for approval.
2. It is requested that Members indicate on the inclosed Vote
Sheet their reaction to the report. Particular attention is invited to
the conclusions contained in Paragraph 3, and the recommended program
outlined in Paragraph 5 of the report.

SUBJECT: The Flexowriter Security Problem
RE EEtIIV'CB: COMSEC 11-/20
1. As directed by the reference, a revised report of the Special
Committee on Compromising Mmanations concerning the Flexowriter class
of equipment is submitted. It will be noted that rather extensive
revisions were necessary to clarify the point raised by the suggestion
of the Department of State. It was not the intention of the Special
Committee to limit the application of the policy only to machines
with the brand-name of Flexowriter. Rather, the intent was to apply
the policy to a broad class of automatic electric typewriters, exclud-
ing the usual secretarial models, teletypewriters and crypto-equipments.
2. Tlie Special Committee could not reach agreement on the suggested
change which would have details of exceptions to the policy submitted
by each agency to the Special Committee. Some of the reasons cited
were:
a. The Committee is not administratively equipped to handle
the expected volume of exceptions if, as anticipated, the policy is
extended to include other information-processing equipments.
b. Such an exchange of information is already corlLemplated
on an informal basis by the existing terms of reference of the Committee
and a formal reporting requirement is considered unnecessary.
Accordingly, that provision is not contained in the attached revision.
