Biographic Intelligence service
1. Effective 1 July 1961, the Biographic Register (BR) of CIA's Office of
Central Reference will assume the responsibility of providing information on
foreign political, economic, sociological and cultural personalities in addition
to its previously assigned responsibility under DCID 1/9 involving scientific
and technical personalities. The newly assigned function is being assumed as
a result of transfer of responsibility from the Division of Biographic informa-
tion (BI), Department of State. This places under one management responsi-
bility for biographic support on all categories of personnel except military.
2. Until such time as the necessary facilities are provided in the new
CIA building in Langley, Virginia (about December 1961), the new BR function
will be directed by CIA personnel physically located in the Department of State,
utilizing the former BI quarters.
3, Inasmuch as many State Department BI employees will remain with the
Department, a period of several months will be required for CIA to recruit
and train new personnel to build up the necessary staff. It will therefore be
necessary for BR to temporarily curtail some services previously furnished.
Every attempt will be made to answer priority requests as promptly as
possible, but we seek your cooperation and understanding during the period
of reorganization and expansion,
