DIRECTOR OF CENTRAL INTELLIGENCE DIRECTIVE NO. 1/9'
BIOGRAPHIC INTELLIGENCE
(Effective 26 October 1961)
1. This Directive is issued pursuant to the provisions of NSCID No. 1,
particularly paras. 3 b (2), 3 b (3), 6 a (3) and 6 b, and for the pur-
pose of allocating primary responsibility for the production of biographic
intelligence and the collection and maintenance of biographic informa-
tion and data on foreign personalities. The allocation of responsibility
within the following categories is based upon the principle of ensuring
complete biographic coverage of important individuals and minimizing
unwarranted duplication of effort.
2. Primary responsibility for the maintenance of biographic informa-
tion and the production of biographic intelligence on foreign personal-
ities is assigned as follows : 2
a. The Central Intelligence Agency shall be responsible for bio-
graphic intelligence on political, economic, scientific, technical, social
and cultural personalities.
b. The Department of Defense shall be responsible for biographic
intelligence on military personalities.
3. 'Primary responsibility for the collection of biographic informa-
tion on foreign personalities is assigned as follows:
a. The Department of State shall be responsible for the collection of
biographic information on political, economic, scientific, technical,
social and cultural personalities.
b. The Department of Defense shall be responsible for the collection
of biographic information on military personalities, and on scientific,
technical and economic personalities associated with activities of
primary interest to the Department of Defense.
4. All pertinent biographic information originating within depart-
ments or agencies shall be forwarded to the department or agency hav-
ing primary responsibility as assigned in para. 2., above.
5. In answer to specific requests and standing requirements, each
department or agency has the responsibility to produce, evaluate or
make available to authorized recipients biographic intelligence and data
on persons within its own categories of responsibility as assigned in
para. 2., above.
