1. Reference (b) reflects USIB agreement with the DCI's proposal (reference (a) )
for implementation of certain recommendations of the Joint Study Group, and with specific
reference to recommendation 42, mentions Security Committee consultation with CODIB
"with respect to any considerations pertinent to CODIB's activities." One specific and
pressing CODIB consideration is mentioned In references (d) and (e), viz., resolution
of the flexowriter security problem. Also of interest to CODIB, but not a pressing
requirement, is provision of safeguards for secure facsimile or similar document-
image. transmission between buildings or agencies. Since resolution of the security
problems connected with these interests comes under the aegis of the Communications
Security Board (USCSB) rather than USED, reference (ED passed to USCSB, for information
and such action as deemed appropriate, the USIB sense of urgency in resolution of the
flexowriter problem. Finally, reference (c) asks assistance of the NSC Special Committee
on Technical Surveillance Countermeasures In identifying efforts initiated in the counter-
audio surveillance field to which study could be given by the Security Committee for
recommendation of appropriate action to USED.

2. CODIB has taken action, through Its Working Group on Remote Systems Input
(WGRSI), to coordinate Community plans for use of typewriters in overseas installations
which create a machine language by-product. The reasons for using such a device In
the field are 1) to create machine language input to intelligence data processing aystems25X1
and 2) to speed-up report transmission by providing for feed-in to communication
systems. Plans to institute such a remote systems
by lack of safeguards
The CODIB Working Up in now investigating possiblity developing a Community
requirement for a second-generation typewriter for field use, thereby providing for
compatibility in input and greatly reducing maintenance and security problems. The
development of a common requirement is progressing; the resolution of the security
problem has been referred to the USC SB's Committee on Cornpmrnising Emanations.
3. This then is CODIB's specific and pressing Interest in recommendation 42.

the CODIB Working Group.
