The COINS Working Group met at NSA on 7 September. The following attended: Chairman (NSA) CIA State NPIC CIA Secretary (NSA) DIA DIA NSA CIA 2. 0 initiated the meeting with a reference to the CODIB meeting of 30 August. He covered the following points: a. CODIB approved and forwarded to USIB a COINS rogress report in lieu of the COINS Implementation Plan. said that he was writing a "position paper" for the Director NSA to use at the USIB meeting when the COINS progress report is dis- cussed. He gave no indication of the "slant" of the paper. b. 0 reported that he had been asked byl to provide a list of the members of each panel established by the COINS Working Group. He said he would provide the name of the chairman of each panel but that the continuously shifting composi- tion of the panels made it difficult and unproductive to provide the names of people assigned to each panel. (He listed the panels as BIOGRAPHICS, AIRFIELDS, COMMUNICATIONS, and MESSAGE FORMAT). e. 0 referred to CI:ATs statement that it was still waiting for the "Helms letter" on COINS; he asked about the status of the letter. 0 said he does not know where the letter (which deals with CIATs file nominations) is now but thought it might be in 0 office, I indicated that NPIC had gone as far as it could with COINS preparations until the "Helms" letter is signed and funds are authorized. 25X1 25X1 25X1 25X1 25X1 Approved For Release 2Q05/03/16 : CIA-RDP80B01139A000100130030-6 SECRET Approved For Release 2005/03 R!-RDP80B01139A000100130030-6 14W Vat d. 0 described CIA's request that NSA study the direct linkage of consoles to the NSA computer and compare this approach to the computer lash-up approach. He said it was hard to determine who was behind the question because Briggs said it was 0 and said it was Briggs. 0 said he expected to "take a day in about a month" and think about the question. 2. 0 said that the draft paper on COINS communications equipment (i.e., equipment needed, exchange of equipment already in inventory, acquisition of new equipment) was ready to be signed as soon as CIA and NPIC can approve it. 3. has almost completed a paper on the message formats to be used in COINS. 0 would like to have (CIA) participate in this paper. 4. II said that his BIOGRAPHICS panel had a requirement for a common transliteration system. He said the BGN system is deficient; NSA had developed an independent system; thatl _j had drafted a proposal to change the transliteration scheme; and that Task Team III had studied the problem and recommended that another committee be set up to deal with it. I said that DIA's (spel- ling) had done some work on transliteration problems and is preparing a paper. 0 said that COINS needs something now and asked for comments on the advisability of asking CODIB to handle the problem or task the COINS Working Group to produce a workable solution. 0 said there should be no formal group action because this might complicate achieving a solution. then said that it might be better to solve the problem by unilateral or bilateral action rather than involving CODIB. 5. I lasked that training in COINS query language be scheduled for STATE personnel. DIA will arrange for the training. said that DIA is preparing a paper on training for the user at the console station. 6. When asked about the status of software for the communications switch, said that the program specifications for the "logging" tape at the switch had been drafted. 7. I Isaid there is a problem on determining the minimum elements of information to be included in each file regarding the source of information in the file.
