The sixth meeting of the COINS/Soviet Personality Panel was held. on 26 September 1966 at 1000 hours at CIA. 2> The following individuals were present: NSA DIA DIGS CIA CHIVE CIA/CHIVE CIA 3. The minutes of the fifth meeting; on 19 Sep 66 were read., corrected, and, approved.. These minutes will now be published. 4. RESPONSIBILITY AND AUTHORITY .. The PFIAB Recommendation No. 2 contained, in White House Memorandum dated. 15 June 1965 directed that the initial efforts of the Intelligence Community were to be directed. towards the Soviet Biographic or Personality Problem. Therefore, one of the major objectives in the COINS Experiment is to develop a long range program for handling and. mechanizing wherever practical the Soviet Biographic and. Personality files in the Intelligence Community. This problem is very large, very complex and. very parochial, and it will not be solved, easily or quickly. Therefore, the total problem must be cut up into digestible chunks as it can not be digested all at once. 5. APPROACH - The Soviet Biographic and. Personality Problem in the Intelligence Community requires a detailed, study of four separate operations namely the sources, collection responsibilities and, techniques, files, and, the users and their requirements. The small set of files in the COINS Experiment will be used. as the basis for conducting a study in each of the four areas previously mentioned and. will enable the COINS Committee to: a. Uncover and, identify the problems involved. (e.g., Data standards, name variants, and. variations, transliterations, etc.). b. Develop and. recommend. a coordinated., community-wide set of proposed solutions for handling each problem area. o. Initiate a pilot community-wide program to test the proposed, soluutionns. Source (1) Ca-L-e car ees of Sources - The sources of information exploited, by the Intelligence C=nunity can be conveniently d.ivid.ed. into the following three categories with the majority of it being derived, from the first two sources. (a) O aen SourceB - includes all those sources normally open to the general public, such as books o journals, magazines, newspapers, news dispatches, etc. (b) Classified, Sources - Includes all those sources of the Intelligence Ccanwd .ty which are not normally available -to the general. public, (c) Sensitive Sources - Are those sources which a. ?e not widely distributed. even within the Intelligence CoaxnaacLnlty. (2) Source Stud 9b aectives - There are actually two reasons for examining source information: (a) First, to determine the extent of duplication and if it is excessive, develop a plan to eliminate the unnecessary duplication in the future. (b) Second,, to determine if there are a y gaps in our sources of information with respect to Soviet Biographic information and. if there is, identify the void, and develop a plan to cover it as quickly as possible. b. Collection (1) Responsibilities - This will be a study to identify collection responsibilities of each Agency and determine whether or not these responsibilities are being adequately met and if not making appropriate recommendation to see that they are adequately met. (2) Collection Procedures ate.
