I. INTRODUCTION
The Community On-Line Intelligence System (COINS) 1 (Experiment)
is a network of remote access computer systems interconnected through:'

II. PURPOSE
The purpose of this memorandum is to formally constitute the
Computer and Communications Interface Panel, and to delineate its tasks
and responsibilities.

III. MEMBERSHIP
1. Panel membership will be comprised of principal representatives
from each of the COINS participating agencies operating a computer
system in the network, and such other persons as may be required,-?

IV. TASKS AND RESPONSIBILITIES
The principal Panel tasks are:

concept in the plan, and conduct of network reliability studies.
(2) Coordinating the plan within their respective agencies.

include specific objections.
(3) Effecting and monitoring the implementation and
operation of the approved plan within their respective agencies.

V. REPORTING
Periodic reports of Panel projects and status, actions and
network operation are required for purposes of system management
and evaluation as follows.

1. Provide such information and statistical data to the
COINS Test and Analysis Panel as may be required.
2. Monthly reports to the COINS Program Manager of panel
meetings to include the topics of discussion, conclusions or actions,
problems and recommendations requiring resolution by higher authority;
.or any other matters which the Chairman may wish to include.
3. '-Following circuit activation to all currently participating
agencies, the COINS Program Manager will be informed of each links
current operational schedule (e.g., NSA/DIA link currently scheduled
operational Monday through Friday, 0900 - 1500 hours).
4. Comprehensive semiannual report of major Panel projects and
.status, actions, problems, recommendations, etc.
VI. AGREEMENTS
All arrangements and procedures currently set forth in. the
references are binding on all COINS participating agencies. Recommended
changes to these agreements will be documented, coordinated among all
agencies affected and submitted to the COINS Program Manager for approval.
Non-concurrences will be indicated.

I. Background
A. In order to determine the feasibility of implementing
COINS I by 1 December 1966, it was mutually agreed between.the
participating Agencies that a site survey of existing area
facilities of the participants was a prerequisite.
