1. DIA. has informed us informally that a copy of
paper was sett to J-5 *1 JCS to get Its views as to whether or not his
paper is a legitimate statement of requirements for war planners.
(The message of paper is that there .is little need for ABM
information and, by inference, for the number of observables in the
network developed for the ABM Study.
2. We have been told that J-5 responded with a resounding
"No:" that J-5 challenges both premises and conclusions and does
not believe the paper to be a legitimate statement of requirements
16r ,war or force planners. Moreover, they apparently made specific
on of the need for information on the Soviet ABM being appreciably
