I was sorry to learn that you will be unable to attend our
BONUS STRIKE Conference at Ramey Air Force Base, Puerto Rico,
next February; however, I am grateful for your having made
Lieutenant General Cushman available as your representative.
I am confident his treatment of the subject will be most
informative. I have inclosed for your information an updated
agenda including speakers.
In addition to the space reserved for Lieutenant General
Cushman, we have reserved one additional conference space
for a member of your staff. It would be appreciated if
you would have your staff provide this headquarters, ATTN:
STRJ3-TP, the name, rank, and security clearance of the
additional conferee. The point of contact at this
headquarters for administrative arrangements is Lieutenant

The purpose of this letter is to extend to you a cordial
invitation to address and to participate in a high level
conference to be conducted at Ramey Air Force Base, Puerto
Rico, 24 through 26 February 1971 on the subject: "The
Changing Character of the U.S. Strategic Position and the
Problems of Strategic Mobility in the 1970s."
The conference will be the, fifth in a series which this
command has hosted on subjects of mutual interest to the
State/Defense community. Among those to be invited will
be the Secretaries of State, Defense and the three
Services, the Chairman of the Joint Chiefs of Staff, the
Service Chiefs, and Commanders of the Unified and Specified
Commands. The purpose of the conference, as in past years,
is to provide attendees an opportunity to hear and discuss
with distinguished authorities various facets of the
selected subject.
It would be appreciated if you could accept this invitation
and address the conference on 24 February 1971 on the
subject: "Communist Strategy in the 1970s." Though the
scope and content of your presentation is entirely a matter
for your determination, I have attached a copy of the
conference agenda with some suggested topics for your
consideration.

Our objective is to conduct the conference in an environment
of complete academic freedom and candor. All conferees will
possess TOP SECRET clearance and the facility will be
appropriately secured. No publicity is planned for the
conference and your remarks would be recorded only with
your permission.
We recognize that your busy schedule may not permit you to
attend the entire three days; however, your attendance at
a portion of the conference would contribute significantly
to its success. Transportation to and from Ramey Air Force
Base can be arranged to meet your requirements. Should
you be unable to attend, please be assured that we would be
pleased to have Lt Gen Cushman or any other representative
of your choice make the presentation.
I do hope you will be able to join us at Ramey. I look
forward to your favorable response.
