Having the right person in the right place at the right time is essential to the successful accomplishment of the Agency's mission. For the first few years of our development we were constantly expand- ing and it was not too difficult to assign competent personnel to positions and areas of their preference. This has become more diffi- cult in the past year or two as the strength of the Agency has become more stabilized. At the same time our responsibilities have greatly increased. 2. We have reached a stage in our development where it is diffi- cult, in many instances, to accommodate the personal preferences of our staff and we cannot carry on our work with maximum effectiveness through a wholly voluntary assignment system. The advent of our Career Service Program in which members of the Career Staff have accepted the obliga- tion to serve anywhere, at any time, and for any kind of duty clearly indicates the recognition of this basic principle and their dedication to our work. 3. In these circumstances, I wish to impress upon all personnel responsible for administering our Career Service Program, and particu- larly upon the Heads of our Career Services, the very great responsi- bility they have in directing the assignment of our personnel. They must give full consideration to individual capabilities, interests, and personal circumstances to ensure that we (a) discharge our current responsibilities to the very best of our ability, (b) improve the over- all professional competence of the Agency's personnel, and (c) provide opportunities for the career development of individual employees.
