(b) In additions, there are situations uhera a function of CIA or a predecessor was transferred to another agency and then reassigned to USA or a predeceusor agency, Also some functions of the CIA or its predecessors have been treesferred to other government ageveles such as the Bureau of Mips of the Nary Department, the Department of Commerce, the Department of Agriculture or the 'Department of the Army. President) dated on 13 June 1942 the Office of the Coordinator of Information (exclusiee of the foreign infOrmetion ectivities trans- ferred to the Office of War Information by Executive Order of the WITIn date) became the ?Mee of Strategic Services, CWY reMeined a vete:trot entity and went out of exietence in 1945. The Research and Analyeis Branch and the Presentation Branch of OSS were by E3C4tiVO Order of 12 September 1945 traasterred to the Department of State, effective 1 October 1945 and the remaining_ activities were transferred to the War Department, The egoretary of War established the Strategic Ser- vices Unit to carry-out such functions transferred to the War Deperte ment, By letter oe 22 January 1946 jointly direeted to the Secretaries of State, War and Navy, the President established the Central Intelli- gence Group responsible to the National Intelligence Authority, The ' National Security Act of 1947 established the Ceetrel intelligence Agency and transferred to it the personnel, property and records of. the Central. For eremple, where an employee of OSS was located in the Research and Anpayein Branch his employment, for CIA loneevity purposes, would terminate 1 October 1916 with the transfer heretefore referred to, of that Branch to the Deeeerte ment of State. Iongeveey credit would recomence when and if employe ment of the individual eaa later begun with SSU, CIO or C/A0 An OSS employee who was transforred to the War Department as part of SSU would of course have no break in continuity of eervice, The employee who performed ouSe function with the FCC would receive no credit for CIA service prior to actual transfer to CIA0 40 It is believed that to adhere to other than a strict con- struction of what is seevice with VIA and its predeceasor agencies, would furnish an unrealistic basis for longevity awards for CIA mere vice and, in additioni, 4ould involve administrative determinations which would be difficult if not impossible of solution, In summarYs, - therefore, it is suggeC:ed that service with CIA for the purpoee of making longevity swerde be interpreted as including aggregate service with the COI, OSS?
