Item 1. No anticipated problems.
Item (not on agenda). Prior to discussion of items 2 and 3, the
over-all report (i.e., the first six pages) should be considered, per
the request of 1 in order to set the frame of reference for
the discussion of each of the separate proposals. In particular, para-
graph 3 on Oage 2 refers to a policy split within the Legislative Task
Force. The Career Board, on 20 August 1953$ approved in principle, the
first quotstion (i.e., "The Career Service is a group of dedicated
people...."). Some members of the Legislative Task Force, however, feel
that they can not adhere to this. The split is essentially between the
covert and the overt Offices. Paragraph 6c and 6d refer, in particular,
to the items which are on the agenda for today.
Item 2. Tab C, ?Allowances to Agency Officers and Employees for
Education of Minor Dependents." It should be noted that concurrent with
the deliberations of the Task Force, the Personnel Office and the DD/A
have established a policy, I believe at the request of the DD/P and with
the concurrence of General Counsel, whereby operational funds can be
spent for this purpose in extraordinary circumstances if it is possible
to document the operational necessity.
Item 3. Tab D, ',Liberalized Retirement System for CIA Employees."
a, The Personnel Office, and I believe the Security Office,
have recommended that a system be established for voluntary con-
tributions to the retirement fund. 1 has this in hand.
b. The actuaries who will be available next month to the
Insurance Task Force are also experts in pensions and retirement.
hnd I believe we might be able to chisel a little free
advice from them.
