2. The Chairman stated that the purpose of meetings of the Review
Comma ;tee of the CIA Career Service Board was to review the proposed
agenda for the Board and to determine whether various matters which are
proposed are sufficiently crystalized and prepared to present to the
Board,
2, The Committee agreed that the selection of a new rotating member
of the Board for a term to run from 1 Octo to 31 larch 1953 would
be placed on the agenda and requested :'r. "to discuss this matter
with 'fir. 11isner.
. The Committee agreed to recommend to the Board and to place on
its agenda the proposal that the composition of the members of the Professional
Selection Panel should be so modified that two members represent the overt
Offices to be appointed by the DD/I, two members represent the covert Offices
to be appointed by the DD/P and one member represent the support Offices to
be appointed by the I71)/A.
b. The Committee agreed that the matter of nominations by the special
committee for membership on the Honor Awards Board should be placed on the
agenda.
a. The Committee discussed the problem of the predecessors of CIA in
order to re-examine the formula for computing creditable service for the
purpose of making CIA longevity awards. This matter had been informally

raised by the Office of Operations with respect to the The General.

7. The Committee agreed that an overt-all examination into various

least for the time bei.ngj, by participation in Group `rlospitalization, Inc.
Coctdination is practiceily complete on this proposal. The. ADD/A accepted
res;pons bil l_ty for it reeti: further study of the insurance problem.
Therefore;, the C :~ itrtee agreed that this m Uer would not be placed on
they agenda t.,-,f the Board at this time.
8,,.. The Ccwrrittee discussed the matter of pimmotion policy which
had bee:- Placed on the agenda for its information. The -Comrrd.ttee approved
the cortinutiet:ion of the study of this pioblern by the Personnel Office and
accepted the recommendation of the AD (Personnnel) that he present to it a
con-?reta elan as soon as possible,. The Coswiittee placed this on its agenda
to be considered within sixty day a.,

9. The Committee considered the proposal for "Coordination of
Career Service Board Activities" and agreed to place it on the agenda
of the CIA Career Service Board with the recommendation that it be
approved. It was pointed out that the freest flow of information
compatible with operational security from the CIA Board to the Office
Boards and vice versa and between the Office Boards was essential to
the fullest development of the Career Service Program on an Agency wide
basis.
lOo It was agreed, as noted above in paragravh 6., that the scheduled
meeting of the CIA Career Service Board should be postponed.
