Accordingly, I suggest that prepare a one
page summary, addressed to the Director, together with
a draft letter expressing appreciation and agreement
in principle.
Further, this suggests to me that perhaps we should
ourselves look more closely to the matter of land reform,
which was alluded to in our OCB paper, and perhaps
do a think piece on it.

1. The Routing remarks say i "No reply deemed necessary."
I do not agree with that. On the obher hand, I think it is
"profitable" obligation on our part to recognize such an effort
received from a like-minded foreinger. even though the paper is
multigraphed and distributed on a general basis. We should encourage
such individuals by with friendly gesture, A* for it is ampartmm. important/in
winning friends. I am. sure the Communists would not miss such an

2. principal points, as contained in this paper, appear
to be well suited and a licable in Asian and Arab countries -- namely,
the question of land ref M?ustrialization.and national independence.
I get the impression that suggests that land reform and
industrialization should be aided by the FRee World but the industrialization
must not move faster than the agricultural economy can support the
industiral progress. I think he is spund on that point. Communist
China's trouble is that she wants to push her industrialization ffiaa faster
than her agricultural economy can sustain it.
