suBJECT: Foreign National Employees Service Computation Date 25X1A7b
for Leave Purposes.
1. Based on the determination of,the Director of Personnel
that foreign nationals were not subject to the provisions of the
Annual and Sick Leave Act of 1951 prior to their excepted appoint-
ments., we agree that adjustments of annual leave resulting from
changes in the employee's Service Computation Date should not precede
the date of the individual's excepted appointment.
2. This Division will make appropriate adjustments in the
individual's annual leave record upon'receipt from the Office of
Personnel of Form No. 171, Notice of Creditable Service (For Leave
Purposes).
3. It is recommended that you concur in the attached subject
memorandum of the Director of Personnel dated 29 June 1959.
