MEMORANDUM FOR: Mr. Kirkpatrick
I should appreciate your giving prompt attention
to the attached memorandum. If the recommendations are approved, it
is important that they be implemented coincident with the pay raise.
When we obtained Congressional approval of our
executive pay structure, we were admonished not to publicize the matter.
I think it is still in our best interest to pay heed to this admonition. How-
ever, I think the system recommended will not advertise our executive
pay scale unnecessarily. Furthermore, I think we should show on per-
sonnel actions "Level IV (or Level V), Executive Pay Act of 1964" in lieu
of "GS-18" as we do now.
If you approve of the recommendations, we will,
of course, contact each individual affected and explain why we are with-
holding two weeks' pay from him, etc.
