Dear Mr. Lay:
February 24, 1959
The letter of October 3, 1958, from Mr. E. R. Saunders,
Budget Officer, submitted a manual describing the accounting
system of the National Security Council. This accounting
system, for operations financed from appropriations made directly
to the Council, has been reviewed and discussed with representa-
tives of your office. It is hereby approved as to its basic
accounting principles, standards, and related requirements.
Changes or modifications in the system which become
necessary may be made without formal approval of this Office,
provided such changes conform to the approved principles
and standards. Any changes that do affect the principles
and standards should be discussed with representatives of our
Civil Accounting and Auditing Division before being submitted for
formal approval.
We are pleased with your participation in the program to
improve accounting in the Federal Government.
