In accordance with an approved recommendation by the President's Board of Consultants on Foreign Intelligence Activities (Recommendation No. 2 of 20 December 1956), I was directed to make a "realistic appraisal" of the Community's organization and responsibilities in time of war, and to make appropriate recommendations for further action. I reported at that time that a clarification and realignment of the Community's normal responsibilities and relationships was an essential preliminary to undertaking realistic planning for operation in a war emergency. Such a realignment has now been essentially completed by the approval of revised NSCID's and DCID's and it therefore appears incumbent upon me to proceed further with action under the original recommendation. 2. In April 1956 the IAC directed each subcommittee of the IAC to prepare a wartime plan of operation covering its own field of standing responsibility. To date little has been done to implement this directive and I therefore propose that the Intelligence Board now endorse the following course of action: Approved For Release 2002/07/29 : CIA-RDP80-01237A000100020045-5 SECRET Approved For Release 2002/07/29 CI-R 01237A00001100020045-5 a. Direct each Committee or other established interagency body under the Intelligence Board to report plans for its operation and for intelligence-community functioning in its ;assiggned-. field of responsibility, in time of emergency, to the Board by 1 October 1959. In the event that a Cormnittee's planning develops factors on which Intelligence Board policy guidance appears required before proceeding'; to develop ,sp ci is working arrangements, the Committee Chairman shall immediately report such factors to the Intelligence Board. b. Agree that, during this same interim period the various departments and agencies represented on the Board exchange information at all appropriate working levels as to other specific measures that have been or can be taken individually or jointly to facilitate the continued operation of the Intelligence Community in an emergency* c.
