The Psychological Strategy Board was created by memo of a Directive of the President, dated April 4D 1951, This Directive specified in general terms the functions of the Beard 'and its member- ship., and also provided for the appointment by the. President of a Director with responsibility, within the limits of funds and persanz*l made available by the Board for this purpose, for organizing and directing a staff to assist him in carrying out Its other respcrai- bilities as specified in the Directive. The experience of the Psychological Strategy Board in operating under this Directive was intensively analyzed and reported on by the Bureau of the Budget in a report to the President, dated April 229, 1952, On June 21, 1952, the President transmitted this report by memorandum to the Chairman of the Psychological Strategy Boca'd, commending certain sections of the report to the n*tice of the Board and concurring in the view of the Bureau of the Budget, that no change in the Directive or organization of the Board should be made at that times The Board has noted "this report and the Presideent0s views thereon, and it is my privilege' to report that certain principal rece et ations of the report have already been put into effect? Other recoendations will be carried out as circumstances permit. As in previous years, the Psychological Strategy Board will again not require any direct appropriations. Its financial requirements are met by contributions from the member agencies as authorised by the 'President? a Directive and the terms of the revised Agreement ama they member agencies for the financial and administrative support of the Psychological Strategy Boarrd, effective July 1, 1952.
